Foley Californians are by our nature dreamers, and we do not course correct until reality hits us hard enough to wake us up. I don't think 4 years of pain is enough for us to learn but the 2030s might open up the state as a possibility, and by the 2040s we should have a religious revival when people look at our decayed mess and turn to religion for any kind of solice.
