I mean, there are plenty of reasons why COVID is less dangerous to Africans. African populations are generally younger and thus less likely to die from it. They are used to fighting against pandemics, which means both better/stricter government health measures and a populace more willing to adhere to them. This is a similar reason why East Asia as a whole has done a better job as well.
In regards to adhering to government regulation that's typically not the case though. There is far less of a leeway in countries like India for being able to afford just not working and on average government subsidies and welfare payments are far less or non existent complicating it even more.
What I hear is one the main factors for how African countries are suffering less from COVID is they get periodically bombarded with antivirals due to the tropical diseases that exist there.
