Death of personality is peak "we don't want to look and feel bad" policy.
It lets you avoid the grimness of the fact that you had to kill someone to eliminate a threat by "only" wiping the personality, while shoving all the negative consequences of having the killer walking around like nothing happened onto the victims and their associates.

Not to mention that a strong and experienced enough telepath can undo the mindwipe. After all the memories are not destroyed during the Death of Personality just blocked.
We actually saw a Centauri telepath undo the mindwipe in the episode Passing Through Gethsemene.
On another note Comstar are up to there usual tricks. However, they are still seriously underestimating what an EarthForce ship is capable of and the damage it csn soak up. Triple digit kiloton weapons won't destroy an Omega as its roughly the same as a salvo from a heavy pulse cannon. They'll hurt but just earn the offending aerospace fighters a face full of plasma assuming its interceptors don't shoot the missiles down before they hit as missiles aren't routinely used because even the fastest missile is still slower than incoming energy or plasma bolts and thus are easily shot down by even a basic defence array unless they're in a Macross Missile Massacre size swarm.
